CBX032: The proposer's share of the budget is spent

What happened

The proposer may spend a share of the monthly evaluation budget (30% by default). Its searches and gates this month plus the new estimate pass that share.

What to do

Wait for the next month, or ask an Admin to raise ProposerShare in the organisation’s settings.
